There was a issue of it not getting loaded automatically, when some
other plugin fails, and it was fixed in 2.6
Enable it from edit->plugins menu and try to create the account.

In Evolution, try using,
secure connection -> never
Login method -> anonymously
search base -> ou=Contacts-xx
search scope -> sub/one (whichever you are using in thunderbird)
And restart *both* Evolution-data-server and Evolution.
