Most likely you will also need a pdflatex script: simply make a copy
of the same script and replace the single occurrence of latex.exe in it
with pdflatex.exe.

I've been trying to do the latter myself, but haven't been able to get
it working because I haven't been able to install xforms or xpm

Note that you might have luck with compiling the Qt frontend using the
'Free' Qt from kde-cygwin.

I've attached my config.log file. Compile is for XForms (the 1.0.90 version).
Compiler is

I use gcc 3.3.3, xforms 1.0 (which I compiled from sources) and an
updated cygwin distribution
First I got an error compiling Dialog.c, but I switched off the
optimizations and it worked.
