I experience it with Firefox too.
To try and see if it is the same issue. Download with the browser,
gunzip, then rename it adding once again the .gz extension and gunzip a
second time. You should have then a correct .pot file.

I noticed that there aren't any files of the traslated package
desriptions (eg. Translation-it) in
http://ftp.debian.org/debian/dists/jessie/main/i18n/
but there are in the corresponding directory for sid and stabel.
Is it right? No translations for those using Testing?
