DJ nailed it on both counts. As the owner, but not the holder of the repairman certificate, you can do any and all maintenance on your plane. However, you will need someone with an A&P license to sign the condition inspection. It is in your best interest to build a relationship with an A&P and earn his trust. If he trusts your work and knows you do a quality inspection, he'll likely endorse your annuals for a minimal fee.
As the owner of the plane, you can put it into phase 1 testing any time it is needed, although phase 1 testing periods are typically assigned by FSDO following major alterations. Some of the folks I work with I would endorse their inspections sight unseen. Others, I would insist on inspecting the aircraft myself. It's a matter of me as an A&P knowing their work ethic and the quality of their work. Hope that helps clarify a bit, but as I said, DJ nailed it. Also, as someone else stated, put the data plate back on your engine. This is incorrect. You do not need a repairman cert or A&P to put the plane into Phase 1 and back again. It can be done by the current owner (I've done this several times and verified with the FSDO the first time just to be sure).
