The inspector said I could not get one and have to have the
engine signed off by an A&P. I did not build the airplane but the
engine I did and I can prove it. Still no go he says. Am I wrong
or is he wrong?

More info needed. I'm assuming the aircraft had been signed of
before. If this is a different engine than the aircraft was signed
off with it would be a "major" alteration and the aircraft would have
to be put back into phase 1 and would have to be signed off by the
original builder, if he had a repairman certificate, or an A&P. If
this is simply a rebuild of original engine, or one of the same make
and model, then it is just maintenance and you could sign it off, no
phase 1, and it's good till the next annual condition inspection is
due. Jeff Scott, if anyone, would have a more definitive answer but
he'll need more exact info / details. In my case, overhauling my
0-200, it's maintenance and no phase 1 needed. I have the mechanics
license for my KR and will sign it off as part of the annual
conditional inspection. Just my opinion so take it for what it's worth.
