This is incorrect. You do not need a repairman cert or A&P to put the plane 
into Phase 1 and back again. It can be done by the current owner (I've done 
this several times and verified with the FSDO the first time just to be sure).

A repairman cert only applies to doing the annual condition inspection, nothing 
else.
