The inspector is wrong. The Repairman certificate doesn't have anything to do 
with maintenance on an EAB aircraft. It allows a non A&P to perform the annual 
condition inspection on the 1 aircraft it is for. Anyone can perform 
maintenance on an EAB aircraft with the owners permission.

Being correct does not mean however that you can win the argument. If you want 
to pursue changing the inspectors mind contact the EAA and speak with them 
about it this is the kind of thing they do.

P.S. there is no reason to remove the data plate from the engine, I hope you 
still have it.

Ok, so I met with the EAB inspector from Baltimore today and got my
operating limitations for my Smith.  I have to go into phase 1 for 5 hours
because of the new engine.  SO I asked about getting the repairman cert for
the engine.  I built this O-235 and removed the data plate.  The inspector
said I could not get one and have to have the engine signed off by an A&P.
I did not build the airplane but the engine I did and I can prove it.  Still
no go he says.  Am I wrong or is he wrong?
