Some EVs lock the J1772 inlet, some don't. Some lock only while charging. All CCS-capable inlets are required to lock while HV is present, but how the EV handles it at other times is left to the manufacturer.
All Tesla NACS inlets lock. If the car is locked, the cable is locked.
