You would think it would be possible with the plethora of wireless solutions 
to have a sub account on a main breaker. That means the land lord has an 
account to get the service but the tenant could have a separate tap that meters 
cost. The power company could even bill use.  This could be 240 AC 14-50. I 
could be locked to prevent theft. Seems the solution already exists. All that 
is needed is installation and software. (Laying conduit) These could be 
installed anywhere. I think RV parks might be a model. Crude but effective. We 
already have separately metered apartments. You could have parking lots with 
different sized stalls for EVs or RVs. Works for both....or just put up a solar 
array over or around your vehicle. Tour busses use 14-50. A universal solution.
