Nope, sorry didn't misunderstand the project at all. Let me explain my concern 
more simply.
1. EV owner will drive up and plug in his/her/their EVSE (or standard mobile 
charger as you call it), start charging and go to his $500k-$1m Condo.
2. 'a short while later' nefarious guy/gal/person will unplug the 14-50 Plug 
from the 14-50 Outlet since it is not locked in place.
3. Nefarious guy/gal/person will take his Klien/Craftsman/Harbor Freight 
wire/cable cutter and cut the cord as close as possible to the J1772 type 1 or 
2/Tesla Plug/Gun.
4. Nefarious guy/gal/person will walk/run/sneak away with a EVSE(or standard 
mobile charger as you call it) but with the EV Plug/gun cut off.
5. Nefarious guy/gal/person now has the choice of a) selling the copper, b) 
selling the EVSE(or standard mobile charger as you call it) but with the EV 
Plug/gun cut off on eBay/Marketplace/Craigslist or c) getting a new J1772 type 
1 or 2/Tesla Plug/Gun and either using it or selling it as a complete working 
unit.
6. If I/TucsonEV start getting requests to attach a new J1772 Plug on the end 
of a 'my dog chewed it off' EVSE, then I'll know where it comes from.
