Richard, C&C toerails are usually sealed with butyl rubber.  Tightening the bolts tends to squeeze out the butyl rubber.  There's only so much there. Like Dwight said, hang a piece of line through the toerail to wick water out of the low spots.  It also reduces the chalk line down the hull. I
