Send back the output.
Also send back the output of this when you are using your user (regular)
account:
groups
It is important that you are in the group that owns /dev/ttyUSB0
I'm not using Ubuntu but Arch Linux, but here is my output to show you:

Looks good, Sam. Sometimes the cable doesn't make good contact with the
radio. Push it it fairly hard.
Put a call out on the local repeater to see if anyone has a Baofeng UV-82
that they use with CHIRP. Ask them to meet you with their radio and
computer and cable.

Jim's recommendation to use the gui is a good one. Often the way
Linux commands are written is very confusing. I think this is what is
happening.
As root, check who owns /dev/ttyUSB0.
It should say root:dialout - if its something other than dialout, you
have to be in that group.

Different Linux distributions put tty connections in different groups.
ls -l /dev/ttyUSB0
Will always tell you which group owns the device.
Just add your user that that group and it will work.

Note what I sent you is a LIVE Ubuntu distribution, it will NOT write to
your hard drive it just runs from the USB, fix your handheld shutdown the
Linux system, remove the USB stick and reboot into Windows, and you're
finished with no changes to your Windows computer.

I cannot install chirp because there is no libxml2mod.
ImportError: No module named libxml2mod
fakeroot -- sh chirp.SlackBuild Failed
Full errors:
No handlers could be found for logger "chirp.drivers.anytone778u
hirpw and chirp works. It does nag me about a newer version
being available, but I ignored that message and I'll wait for it to appear
in the Slackware repository.

don't know where the error files are recorded for CHIRP in Windows,
perhaps one of the list members more familiar with Windows can give
you a clue.
