Yes.  I've both enjoyed and not enjoyed.  There were some (required to 
participate) that I felt sidelined for months because I just couldn't
get into them for some reason.  Then there were some that were great.
It's more of a "is this particular system a good game" game design thing
then a general rule about fees being bad/good.

For me, fees serve two purposes:

1.  A filter.  We get more of the "Here's [the first draft of a proposal
that's totally buggy], and I pend it" junk to sort through when proposals
are free.  If we could mandate proposal review, fees wouldn't be necessary,
but having tried various methods, fees seems the least intrusive way to do 
that.

2.  Rewards:  "since you 'won' a round by some good gameplay, you get to
do twice as much X as other people for a bit.
