That is not true.  SPEWS only lists ISP's who are actively hosting spammers, 
and I am certain that was made very clear to you.  Once the spammers are gone,
the listings vanish very quickly.

Anyhow, enough on this.  n.a.n.e is the place for this.  Suffice it to say that
you shouldn't use SPEWS to block spam, you should use SPEWS if you choose to
block ISP's who are spam supporters (although it does block a LOT of spam).
The only "false positives" occur when SPEWS accidentally lists the wrong IP
addresses, and that happens very very rarely and is fixed as soon as it is
noted.
