Is there a way to change this so each time I upgrade from CPAN it doesn't
over write my changes?  Would be nice if there was some text file SA looked
to to get this default message.

Just put your message in /etc/mail/spamassassin/local.cf along with any other site specific configuration, then you won't lose it each time you upgrade.

Make sure you have a line 'clear-report-template' before the report lines...
