Hi Christopher,
I did this at my site.  Copy the file
{perlroot}/share/spamassassin/10_misc.cf into /etc/mail/spamassassin and
edit the message there.  CPAN will not overwrite it, nor will any new
install of SA.  {perlroot} is the root directory of your perl
installation.

Is there a way to change this so each time I upgrade from CPAN it
doesn't
over write my changes?  Would be nice if there was some text file SA
looked
to to get this default message.
