I can not seem to locate elsart layout. Is there one, has there been
one? Web search hints there is/has been one but I am not sure (couldn't
find a place to download either?) Any help is appreciated.

I tried to make my own .bst file with makebst. But when I try to use this
generated file and view my dvi-output I get question marks for all of my
citation references and no reference list. In LyX itself all looks fine.

This is the third prerelease of LyX 1.3.0. The first and second
prerelase did not have too many problems so it is hoped that this
prerelease will be more or less equal to the final release.
Howerver as with all preleases and new version of a program, you
should backup your documents before trying
