We currently do too many encoding changes for LaTeX output. This triggers an inputenc bug: http://bugzilla.lyx.org/show_bug.cgi?id=3235. It is also incorrect (as can be seen with the attached file, it is impossible to export it to LaTeX). The attached patch fixes this bug and two other problems
