That just leaves a Python 2 only version to be prepared for Gramps 4.0.2. I
have started this, but I cannot complete the final testing on my wife's laptop.

Actually, this was not a bug. To Do notes were apparently meant to just
be a note to yourself while working and not persistent. However, some
work was done to improve this so that to do notes can be attached to
many different Gramps objects.
