Hi Krzysztof, I have recently been looking into another similar bug, and confirmed what you already know, that Gramps expects a UTF-locale:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=627833 Gramps should not crash like that though. The upstream project have fixed the problem, which I intend to test and propose a patch. Gramps will force a UTF-8 locale to be used, and give a more gentle error message if it is installed.
