I have done some digging and here is my finding and possible workaround:
First, the reason why fcitx-diagnose complains about missing library
files is because missing of "fcitx4-config". The fcitx-diagnose script
cannot get the library path. The workaround is to install
"fcitx-libs-dev" package.
