Is this library something that could be expanded to support annotations, and
would Okular be able to make use of this if it was? Is this something that is

As I said, was providing a recap. Is this .okular file format something that is
planned or being worked on?
I am still interested in hearing (without demanding that PDF reader/writers
grow on trees overnight!) if there was ever a decision made as to what the best
(current/temporary) solution to this bug will be, how far along the
implementation of this solution is currently, what (if anything) we're waiting
for development from other packages/libraries, and if you could use any
additional help with any aspect.
Some of us (myself included) are willing to contribute to the project if any
help is needed. However, until we are brought in the loop, continuing to ask
about this bug and a solution is really all we're capable of contributing,
which is a shame.
