you cannot do that.
Poppler (the PDF library currently used) can only generate PostScript as print,
and PostScript has no such idea of "annotations".
On the other side, Poppler can actually save the changes to the document, but
cannot yet edit the annotations.
Something that is missing is the idea that this system must be available for
all the kind of documents Okular can read and will do some day.
