O.K. So I've prepared some packages which can be downloaded from

be warned that the program is very crude and hackish at the moment. It doesn't
yet cope well with non ascii characters in annotations, only works for text
annotations and a major shortoming is that once the annotations are merged,
they cannot be edited with Okular. If I have understood it correctly, Okular
will gain the ability to save the annotations back to the pdf, so this program
should not be needed and I am hesitating whether I should devote more time to
it.
