With the argumentation that a viewer can strictly be used for reading, you
fulfill the paradigm of a specific software definition. the human being must
therefore obey the paradigm of the tool which was actually created to help
him...

Design considerations should always be orientated on the needs of the users -
and when pdf is going to replace a standard book - there is obviously need a
comment function also on viewer programs.
