How about just adding print support for annotations? Many modern distros,
including kubuntu, automatically install a cups-pdf driver. Thus, if okular
would just *print* the annotations, there would be an immediate workaround for
many users: just print to the built-in cups pdf "printer" and bam, a new PDF,
annotations and all. I'm sure it's not a perfect solution, but it would be a
useful bandaid.
