Well, this is what it means, but it's not infallible rule as Andre adeptly showed :) It's more tweaked to I can't complete this action without your help. Examples : I can't complete Save As without your help (ellipsis) I can't complete Tools->Preferences without your help (doesn't make sense, no ellipsis) > f.ex. in File->Export->Custom... > I would put the ellipsis at the end of the heading above the popup > Send document to command... > instead of after Custom . Ellipses are not used in dialog titles AFAIK.
