Well, this is what it means, but it's not infallible rule as Andre
adeptly showed :)

It's more tweaked to I can't complete this action without your help.
Examples :

I can't complete Save As without your help (ellipsis)
I can't complete Tools->Preferences without your help (doesn't make
sense, no ellipsis)

Ellipses are not used in dialog titles AFAIK. So though this is rather
odd English usage, File->Export->Custom... is correct I believe.
