I agree too, except I'm not sure there's agreement on what constitutes
'improper discussion'.

Just as with the Voting RFC, I highly recommend we don't discuss that right
now so close to the very heated debate/RFC we've just had.  We should wait a
while (weeks if not months), digest, and then discuss it - outside the
context of a specific proposal.  Not to mention we need to focus on getting
PHP 7 actually out the door right now.
