So, essentially you say that people that participate have better chance of getting their way than people that are too busy to care. If somebody feels that he/she can not objectively vote and is easily swayed by lobbying, they could recuse themselves from voting, there's no problem with that and it is easy to do. OTOH, if they think their friends do not have informed opinions and are easily swayed by lobbying, they can refrain from calling such friends to vote.
