No, essentially I'm saying that the number speak for themselves and I
think it's unrealistic to assume that the *majority* of people eligible
to vote vote on most RFCs. Of course I know that sometimes people are
undecided or deliberately don't want to take part in voting once or ever
- but compare

I thought I said that, so yes, agreed :) Of course I don't want to limit
proper discussions.
