You frame trying to change people's mind as something negative (harassing), but that's exactly what we're doing during discussion period. If not that, we wouldn't need it - just publish RFC and go directly to vote, nobody "harasses" anybody with discussion. I hope you don't think it is a good idea. I think we are all adult enough to be able to handle discussion on the merits of the proposals, and if someone has enough of it, it's ok too - nobody is forced to participate. The reason is twofold: 1) it prevents voter intimidation and retaliation and 2) it makes bribing the voter harder, since you can not ensure somebody you bribed actually voted the way you wanted. However, neither your proposal proposes secret ballots nor any of the problems really shown to be exist for RFCs - I don't know anybody who was intimidated or retaliated against because of PHP RFC vote, and I never heard of anybody being afraid to vote on an RFC. However, a stream of +1/-1 comments is usually not necessary because the vote shows it.
