On Item 1, that is designed behavior. If you exit GnuCash by either
File->Quit or using the close window X button at the top right, the
.LCK file is deleted. If GnuCash is exited in any other way e.g. by a
system reboot or crash the .LCK file is not deleted. In the dialogue
that comes up at startup you can select the "Open anyway" option and it
will still open the file.

I'm running 5.17 on Linux Mint 22.3 and have no problem running a
reconciliation report although I'm not using a saved report but
creating it from scratch so this does not appear to be a general
problem and maybe something specific to your computer.

The report will be blank if no account is selected or the report dates
don't cover a period with transactions in the report options
(Edit_>Report Options from the menu).

A crash may have corrupted a saved file if it was being accessed at the
time of the crash. Can you create a report from scratch? Reports
generally are blank until the report options are setup and the report
has to be alreadyopen to set them up.

Hope this helps a bit
