IANAL but I thin there are differences.  A jurisdiction may place the onus 
of proof on the employer that the person is not suitable whereas a 
contract ceases at a predetermined time unless explicitely renewed.

Also, some workplaces (universities, public service) may find it easier to 
employ a contract rather than creating a perm position which can be a long 
process and require advertisment to internal employees first.  If they 
want to hire the contractor permanently they may well be able to write the 
job description so that the contractor is virtually the only person who is 
qualified :)
