IANAL but I thin there are differences. A jurisdiction may place the onus of proof on the employer that the person is not suitable whereas a contract ceases at a predetermined time unless explicitely renewed. Also, some workplaces (universities, public service) may find it easier to employ a contract rather than creating a perm position which can be a long process and require advertisment to internal employees first.
