If you want to hire someone capable of getting a good full-time job on
a contract basis, generally speaking, you need to pay a pretty good
premium.

What I've seen at places that hire contract/temporary but don't pay a 
premium (/many/ body shops do this)  is that you get people willing to 
take it, sure, but those people are inexperienced or otherwise not good
enough to get a good permanant job.
