@SEZ9 - you reviewed the sibling PR #10453 and confirmed it was ready to merge; this one is the sequencing blocker for that PR and for #12333, and it is now the only thing standing between the four of them and `dev`. State as of today: `DanielLeens` re-confirmed on the current head `e6e9b6b3` that there are no code-side blockers, and traced the remaining red jobs himself (`PayPalClientTest` Windows timing, `DorisSchemaChangeIT`) as unrelated to this diff. Nothing is pending in code, tests or docs. The only missing piece is an approving review from an account with write access, since contributor approvals do not satisfy the `dev` ruleset. If you (or any other committer) can spare the short look, the whole chain unblocks: once this lands I rebase #12373 (its e2e is red on purpose until this fix is in) and then #12333 and #10453 follow.
