Rule 21.1 would seem to call on the boat approaching the start area after her start time to keep clear of other boats. But Calypso would be constrained by the rules in Section 2 because she is in the area with INTENT to race. When I write sailing instructions, I normally write instructions for boats starting more than 1 miute after their start signal to keep clear of boats in the next start sequence. I think there used to be a recommended paragraph in the model sailing instructions that are part of th US Sailing rules.
