A couple months ago PRI's "The World Tech Podcast" had a story about old 
seacans (the big ones that you also see being driven around on top of semi 
tractor/trailor rigs) being outfitted with a generic desktop having 12 
keyboards and monitors, and then dropped into small African villages as a sort 
of "village postoffice" (AFAIR connected through the local cellphone network).

If this is the sort of thing you were thinking of, I can look up more details. 
Could even be mutually beneficial to hookup with the project sponsors.
