Only certain things are doable by contract. Secondly, I want to be able to

All good ideas though, and good copyediting.
To accommodate this being a contract, I modified the "win" condition to be
pretty good zombification, without unduly allowing players to opt-out if
something is notoriously egregious (20 blots is a hefty penalty but may be
necessary depending on the actor).

Here's an updated draft:

=Joining and Leaving=
Players on this contract are called Dragons.
Any player who was not party to this contract within the past 2 weeks can
join this contract by announcement.
Any dragon can leave this contract by announcement.
All card effects a party to this contract are under are voided by leaving
the
contract, however, all cards in eir possession are destroyed.

=The Dealer=
The Dealer MUST be a dragon.
If possible, The Dealer is 4st.

=Dealer Responsibilities=
Once each week, The Dealer MUST distribute cards.
To distribute cards, The Dealer, for each other current dragon,
randomly chooses a base card, and creates it in that dragon's ownership if
possible.
If The Dealer does not distribute in a given week, e creates 2 blots in eir
possession.

Once each week, The Dealer MUST report on this contract, and assets defined
by it.
If The Dealer does not in a given week, e creates 1 blot in eir possession.
(Ideally, distribution and reporting are the same message.)

=Cards=
The Dealer is the tracker of the liquid private category of asset Cards,
ownable by
dragons. The Dealer cannot own or play cards. Cards of the same kind are
fungible.

There is a max hand size of 7, otherwise the dragon cannot have a card
created in eir ownership.

=Disputes=
Card playing is first come, first serve.
Failed card plays do not spend cards.
The Dealer arbitrates disputes involving this contract.

=Updates=
The Dealer, with 14 days notice, CAN update the text of this contract.
Any dragon CAN update the text of this contract without objection from a
dragon.

==Gameplay==
=Base Cards=
- Metal - The specified dragon will endorse you or change eir vote to
endorse you on the specified proposal,
election, or agoran decision, if e hasn't committed eir vote via another
card.
If the specified dragon changes eir vote of eir own accord on the specified
item,
e also grants emself 2 blots in eir possession.
- Water - Take a specified card from a specified dragon.
- Wood - Destroy a specified card from a specified dragon.
- Stone - One of:
The specified dragon will reach for the specified stone,
or The specified dragon will wield a specified stone in a specified way.
- Fire - The specified dragon will expunge 1 blot from you.

=Playing Cards=
A dragon play a card in eir possession. To do so is to destroy that card,
and apply its effects as specified.

=Card Combos=
A dragon can pay a fee of the specified cards and get the listed card (by
announcement).
Card spending must specify the spent and target card, and spent cards can
only be used for one purchase.
These are called card combos.

=Card Combo List=
- Water Water Water -> Swap - Swap all your cards with the specified dragon
- Metal Metal Metal -> Power - The specified dragon will endorse you on the
specified distribution. If that dragon changes eir vote of eir own accord
on any items in the distribution, e also grants emself 7 blots.
- Stone Stone Stone -> Transfer - The specified dragon will transfer the
specified stone to you.
- Wood Wood -> Rat - Wood and Water cards targeting a dragon with this card
must target a Rat.
- Fire Fire Fire -> Dream - The specified dragon will envision the
specified dream, until a wandering occurs. If that dragon envisions another
dream prior,e grants emself 5 blots.
- Fire Fire Fire Fire -> Purify - Each dragon expunges 1 blot from you.
- Stone Metal Wood -> Tortoise - If a hand containing this card is targeted
with Swap or Power, destroy this Tortoise and that card.
- Any 4 cards -> get a specified base card
- Any 7 cards -> get a specified base or card-combo card
- Power Power Power -> Spirit - When paying a fee of cards, you can spend 1
less Metal card.
2 of this card cannot exist in the same hand.
- Rat Rat Rat -> Den - When paying a fee of cards, you can spend 1 less
Wood card.
2 of this card cannot exist in the same hand.
- Tortoise Tortoise Tortoise -> Shield - When paying a fee of cards, you
can spend 1 less Stone card.
2 of this card cannot exist in the same hand.
- Swap Swap Swap -> Ocean - When paying a fee of cards, you can spend 1
less Water card.
2 of this card cannot exist in the same hand.
- Purify Dream -> Ghost - When paying a fee of cards, you can spend 1 less
Fire card.
2 of this card cannot exist in the same hand.

=Super Cards=
A dragon can spend the listed cards to get the resultant card. These cards
cannot be created otherwise.
- Spirit Den Shield Ocean Ghost -> Goddess - All dragons endorse you and
change eir votes
to endorse you on all proposals and agoran decisions.
A dragon who plays this card CAN and SHOULD destroy this contract after
winning Agora (by announcement).
A dragon under this effect, before leaving the contract, first creates 20
blots in eir possession.
A dragon who changes eir vote of eir own accord after this card has been
played leaves the contract.

doable by contract:

=Pseudo Office=
The Subnotary MUST be party to thise contract.
If possible, 4st is the Subnotary.
With 14 day notice, The Subnotary can change the text of this contract.
Once each week, The Subnotary MUST report on this contract, and assets
defined by it.
If e does not, e grants emself 2 blots.
The Subnotary arbitrates disputes involving this contract.

=Joining and Leaving=
Any player can join this contract by announcement.
Players in this contract are called members.
Members cannot leave this contract unless no futures currently exist that e
has authored.

=Futures=
The Subnotary is the tracker of futures. Futures are a private liquid asset
with a condition, action, and penalty.
Futures are only ownable by members and the Board.
If a Future is not owned by a member or the Board, it is transferred to the
Board.
Members can transfer Futures to and from the Board freely.
A member can, by announcement, create a future in any valid possession,
specifying a condition and an action, and optionally, a penalty.
The penalty is 3 unless otherwise specified.
A member, by creation of a future, consents to doing that action when that
future is cashed.

=Cashing Futures=
A member can, by announcement, cash a future in eir possession, becoming
the casher.
By doing so, the author of that future performs the action of that future.
If the condition of a future is not unambiguously met, the author CAN, by
announcement,
penalize the casher, specifying the cashed future.
When a casher is penalized, e creates an amount of blots equal to the
penalty in eir possession.

=Take Backsies=
A member can, by announcement, take back a future e has authored.
By doing so, e creates an amount of blots equal to the penalty of that
future in eir possession,
and destroys that future.
