I don’t support this. I see little harm in keeping an interesting game mechanic 
in the ruleset, especially if we make it clear that it is not necessary for 
beginners to understand. If necessary, we could add a rule along the lines of

There is a report switch called idleness with values Idle and Not Idle, tracked 
by the ADoP. If a report remains unchanged for n consecutive reports, the 
officer responsible for it may flip it to idle by announcement. As long as a 
report is Idle and there have been no changes to its content since the last 
time it was published, the responsible officer is not required to publish a 
report on a regular basis. When an officer publishes a report that was 
previously Idle, it flips to Not Idle.

This, along with a clear indication of which mechanics were not currently 
important, could allow us to keep unused mechanics around at virtually no cost.
