This will happen if speech has been accidentally turned off. If you do a 3 finger double tap it should fix this.

Siri tells me that VoiceOver is on, but I hear only clicks when I try to enter my passcode. Since I'm not hearing speech, I can't tell what numbers the phone "thinks" I'm entering. a 3-finger double-tap does not turn speech back on. A couple of times, VoiceOver worked long enough for me to unlock the phone and get to the home screen, but then, the phone stopped talking. I called Apple Accessibility a couple of times, and the phone was speaking while I was talking to the representative, but when I hung up, the phone went silent again. I'd appreciate any help.
