Yes, many European countries ascribe a different meaning to "fountain." But many outside Europe don't have the word "fountain" in their language. So, knowing that OSM uses British English, they find out what "fountain" means in British English (or already know). And would then be puzzled if OSM were using it differently, because OSM is supposed to use British English, not British English plus arbitrary additional meanings from elsewhere. -- Paul
