The amenity=caravan_site was indeed invented for what amounts to a parking lot for overnight use by RV's. These are just a parking lot, and perhaps toilets/dump station. No lake. No trees. No recreation. Just parking for people exploring a nearby town, or en-route elsewhere. That's different from a liesure=camp_site that happens to allow RV's.
