However, since someone apparently HAS been mapping private toilets, we need
to either decide to remove them, or decide how they should be tagged to
distinguish them from toilets available to the general public.

Completely private toilets (especially home toilets) may not be mapped
with amenity=toilet, what solves rendering problems.
Public toilets with restricted access should be mapped with appropriate
access tag.
