-1, IMHO this is flawed, as it requires from everybody to check for this tag: if you make a map and ignore this tag you will put something not working on the map as if it was working. Imagine amenity=hospital, operational_status=broken or highway=bridge, operational_status=broken This approach has the same problem as the tags disused, abandoned, status, ruins, construction, ... better use a prefix or suffix to avoid misinterpretation.
