If there's no repair specific tag I'd just drop the same data into an unstructured note: *"drain clogged with sand"*. The main mapnik type map should just show the feature as normal. Only a specialist map would show the repair status. But I prefer structured data to unstructured, and prefer to collect data supporting any future rendering choices, rather than make those rendering choices up front.
