I've just found the HOT tag 'operational_status<http://taginfo.openstreetmap.org/keys/operational_status> ' This addresses a similar need, but it does not have a wiki page.
How about: operational_status=broken (usable for it intended purpose) operational_status=needs repair (usable, but impaired) operational_status=open (in good state of repair) operational_status:note=xxxx (human readable elaboration on the operational status)
