In my sendmail access file (`input to makemap hash access<access`),
I just put the significant part of the network. E.g.:

200                             REJECT

would reject all mail from anywhere in 200.0.0.0/8.

I'm pretty sure that Postfix and exim have similar mechanisms.

It's much better done in the MTA than in SA, I think.
