A closed way is the most common method of drawing an area. The other common
type of area is a multipolygon relation. Shops and cafes and similar
features are mapped as areas (or nodes)
In the wiki, “can be used in ways” means linear ways

changing tables for adults could be mapped. One suggestion was
changing_table:adult=yes/no. I learnt that for such a sub-category a formal

I agree with Peter, it'll probably be better to start with the basics, get
that approved so at least there is some improvement, then move forward with
the more complicated parts of the proposal.
