+1 for man_made=pump, man_made=fuel_pump or man_made=water_pump for an individual pump, depending on what you are looking at.

These are tagged with man_made=water_well + pump=manual/powered on a node, and don't need a separate feature for the pump. Oil wells often have a large "pumpjack" or "pumping rig" on top, which can be mapped with man_made=pumping_rig on a node or area.
