I suspect that we are talking on the order of days. If the project wants to
move fast to all git then do the authors checks described and get the JIRA
issue together. The delay may be starting the process either volunteer,
credential or scheduling within
GIT is a proper copy of the SVN.
This is the sign-off mentioned. The detail needed depends on the history, etc.
Fourth, Infra makes the GIT archive read-write.
Fifth, if it is not possible to commit then it is a problem ... perhaps for a
particular committer, perhaps for all.

It is certainly reasonable for multiple people to have their signing key within
the project's KEYS file. Releases may be signed by anyone on that key.
Is it possible to derive these p12 files from KEYS? I think it is likely, if so
we have a path to signing of these artifacts by project release managers
Digital signatures are a whole other level of work. Can we handle sigs that are
in the KEYS file such that a user can check to see that these artifacts are
"properly" signed.

I think you are on track here. It is understood that there is a lot to do to
make an Apache release.
What would be helpful would be to discuss these patches/forks with each project
to find out if there is interest. Who knows there may be some synergies found.
